Sex Offender Arrested on Attempted Rape Charges

NEW BEDFORD Police have arrested a registered Level 3 sex offender after reportedly stumbling upon an attempted rape.

William H. Fuller, 51, who is homeless, was charged with kidnapping, assault to murder and assault to rape. He will appear for a dangerousness hearing in New Bedford District Court.

Fuller, who has a 1998 conviction for indecent assault and battery on a person over 14, is classified as a Level 3 sex offender, considered the most dangerous and likely to reoffend, according to the Massachusetts Sex Offender Registry.

A court psychologist said during Fuller's arraignment in District Court that he has a longstanding history of substance abuse and has been committed twice this year to Bridgewater State Hospital.

Sgt. Matt Rayner, head of the New Bedford Police Department's juvenile and sexual assault unit, said patrol officers responded to an unrelated disturbance around 3:45 a.m. Saturday in the West End when they heard the alleged victim's voice.

Rayner declined to release additional details, citing the state's rape shield laws, but said the responding officers aided the victim at the scene and "prevented things from getting worse."

W. Va Man with Tie to Boston Pleads Guilty to Sex Abuse

An eastern Kanawha County (West Virginia) man who allegedly used his interest in vampires to meet underage girls has pleaded guilty to a single count of sexual abuse, as reported by the Associated Press.

Bryan Confere, 21, of Diamond pleaded Thursday to a single count of first-degree sexual abuse as the result of a plea agreement.

Assistant Prosecutor Jennifer Meadows said the incident actually occurred in 2006 when Confere, who was 17 at the time, assaulted a 10-year-old girl while in the Belle area. He initially was charged as a minor but the case was transferred to adult status in 2007. Confere was indicted on the charge in April 2009.

He was then free on $70,000 bond when he traveled to Boston, Mass. in September 2009 and attempted to take a 12-year-old girl from her South Boston area home. Confere's car broke down a few houses down from the girl's home and he continued on foot, leaving a 16-year-old Pennsylvania girl in the vehicle, TV news station NECN-Boston reported after the incident.

The teen in the vehicle caught the attention of neighbors who let her call 911. Police caught up to Confere before he got to the 12-year-old's home. The news station reported Confere met the 12-year-old girl on GothCityChat.com, an online chat room, in July.

He also had a profile on vampirefreaks.com, which has since been suspended.

Meadows told AP that Confere was placed on pre-trial probation but the case in Massachussetts "fell apart" and he was sent back to West Virginia and booked into South Central Regional Jail on Oct. 25, 2010.

Kanawha Circuit Judge Paul Zakaib sentenced Confere to serve six months to two years at the Anthony Center in Greenbrier County. Upon release he will be under supervision for a period of time.

He will be listed as a registered sex offender for the rest of his life, Meadows told AP.

Mass. State Police Capture Another Sex Offender

The Massachusetts State Police (MSP) report a fourth member of the MSP Ten Most Wanted Sex Offender List was captured Feb. 9 after state troopers directed Florida police to the suspect's location, according to the Westborough patch website.

Officers from Florida's Lee County Sheriff's Office arrested Robert H. Griggs, Jr., 51, at the Green Wave Motel on Palm Beach Boulevard in Fort Myers. Sheriff's deputies were directed to the location after Trooper Steve McDonald of the MSP Violent Fugitive Apprehension Section developed information that Griggs may be staying at a motel on or near Palm Beach Boulevard.

Griggs, who is classified as a high risk Level 3 offender by the Massachusetts Sex Offender Registry Board, is wanted by the Fitchburg Police Department for failure to register as a sex offender as required by law. He was required to register because of a 1994 conviction in Massachusetts for open and gross misconduct and lewd and lascivious behavior and a 1995 conviction in Texas for aggravated sexual assault on a child.

Griggs was booked at the Lee County jail and will be held pending his rendition to Worcester County to answer to the failure to register warrant.

Griggs is the fourth member of the Top Ten Most Wanted Sex Offender List to be captured since the list was updated by State Police and the Sex Offender Registry Board last week. Last week, Level 3 offenders Caesar J. Delgado, Steven M. Hescock, and Franklin C. Miller were captured.

State Police Arrest Two Wanted Sex Offenders

The Massachusetts State Police arrested two more of the state's Top Ten Most Wanted Sex Offenders Feb. 4, just two days after updating the list. Another member of the list was captured yesterday.

The State Police Violent Fugitive Apprehension Section continues to search for the remaining seven offenders on the list.

Police have arrested CAESAR J. DELGADO, 44, in a second floor apartment at 45 Pacific St. in Central Falls, R.I. Massachusetts State Police Violent Fugitive Apprehension Section Trooper Michael Forni and Lowell Police Detective Raymond Jean traveled to Rhode Island to follow leads they had developed about DELGADO. There, they met with members of the Rhode Island State Police Violent Fugitive Task Force.

After checking multiple addresses, the investigator's efforts led them to the Pacific Street address, where DELGADO was found and arrested. He was transported to the Rhode Island State Police Barracks in Lincoln to be booked. He was expected to be arraigned as a fugitive in Providence, and arrangements will be made to rendite him to Massachusetts.

DELGADO is wanted in Middlesex County on four counts each of rape of a child with force and indecent assault and battery on a child under 14, as well as for failure to register as a sex offender. His registration is required by a previous conviction for indecent assault on a child. DELGADO had been previously arrested last October but fled a month later after cutting off the GPS monitoring bracelet.

The State Police Violent Fugitive Apprehension Section also arrested STEVEN M. HESCOCK, 34, at a relative's house at 80 Constitution Ave. in Revere. Sgt. Thomas Greeley and Mark Lynch and Troopers Colette Tamulevis, Robert Coletti and Richard Sementelli developed information that HESCOCK was at that address. As troopers approached the house, HESCOCK tried to run out a back door, but was subdued by Trooper Coletti and apprehended.

HESCOCK is wanted in Middlesex and Suffolk Counties for failure to register as a sex offender, assault and battery, larceny and motor vehicle violations. He is expected to be arraigned in Chelsea District Court.

Also found at that address was KERRY DOLE, 25, a friend of HESCOCK, who was found to be the subject of five warrants. She was also arrested.

DELGADO and HESCOCK were the second and third members of the Top Ten Most Wanted Sex Offenders list arrested since the list's release. Previously, troopers located FRANKLIN C. MILLER, 33, who is wanted for failure to register as a sex offender, at a Boston shelter.

State Police Arrest Wanted Sex Offender

State Police have arrested a man wanted for failing to register as a sex offender at a shelter in Boston yesterday afternoon, one day after he appeared on their list of the "Top Ten Most Wanted Sex Offenders'' in the state. Troopers found Franklin Miller, 33, eating lunch at a shelter on Stanhope Street, State Police said in a statement. Intelligence suggested that Miller spent Wednesday night at a friend's house in the Back Bay, State Police said. Miller was previously convicted of raping a child and was expected to be arraigned in Fitchburg District Court, State Police said.

Convicted NY Sex Offender Charged with Failure to Register in Mass.

A man convicted of sexually abusing a 6-year-old girl in Canandaigua, New York 15 years ago is facing new charges in Massachusetts after he allegedly failed to register as a sex offender there.

Michael J. Frediani, 38, was found guilty of first-degree sexual abuse, second-degree aggravated sexual abuse and endangering the welfare of a child in 1996 after fondling a girl in Canandaigua while visiting her family for Thanksgiving. He spent less than three years in prison after pleading guilty to the charges. Frediani was then listed as a Level 3 sex offender in New York.

Police in Springfield, Mass., charged Frediani Thursday with failing to register as a sex offender.

Frediani currently works as a manager of Holy Grounds Coffee House in Springfield. The cafe is the center of the Redemption Gate Mission Society, a Christian organization. The cafe is run by Scott Lively, an anti-gay activist and author of the book "Pink Swastika," which links homosexuality and Nazism.

Speaking to local media in Springfield, Lively said he didn't know Frediani was a sex offender.

Frediani moved to East Rochester in October of 2008, where he lived at 210 W. Hickory St. with his girlfriend. In July 2009 he moved to Holyoke, Mass., where he now resides.

According to Barb Montcrieff of the East Rochester Police Department, Frediani said he was moving out of state because he would be "less of a sex offender there."

East Rochester police said they notified the Massachusetts Division of Criminal Justice Services that Frediani was relocating to the area at that time.
